Yukaridaki dehset verici görüntüler Van, Türkiye’de çekildi. Ne yazik ki bu ne münferit bir olay, ne de birkaç belediye çalışanının psikolojik dengesizliklerinin ürünü. Türkiye’nin birçok kentinde, her gün, her saat, birçok hayvan bu şiddete maruz kalmakta.

Bu görüntülerin Türkiye’de neredeyse tüm basın organlarında yayınlanması ve internet kanalıyla tüm dünyaya ulaşması sonucunda ilk kez farklı birsey oldu. Van Belediye Başkanı Burhan Yenigün olaya bizzat müdahale ederek bu zulmün faillerini işten uzaklaştırdı, Van Belediyesi Veteriner Işleri Müdürlüğü ile ilgili soruşturma başlattı, köpeğin derhal bulunmasını emretti. Arka ayakları kırık köpek, atıldığı çöplükten, aynı durumdaki diğer bir köpekle birlikte kurtarılarak, Van Yüzüncü Yıl Üniversitesi Tıp Fakültesinde tedaviye alındı.

Dileriz bu olay, Türkiye’nin kendi vicdanıyla yüzlesmesi icin bir vesile olur. Dileriz, ki bu vahsi uygulamalara, tüm dünyaya rezil olduğumuz için değil, bir canlıya böyle muamele etmeye hakkımız olmadığının idrakiyle son verilir.

Umutluyuz; çünkü Türkiye’de ve dünyada birçok insan birtek köpek için harekete geçti.

HORROR AND HOPE IN VAN- TURKEY

The horrible footage above was taken in Van, Turkey. Unfortunately, this is neither a discrete event nor the action of a few mentally sick municipality workers. Animals are subject to the same systematic torture every minute, every day, in many parts of Turkey.

But for the first time something new took place as a result of these pictures being published in nearly all media and distributed all over the world through internet. Van Mayor Burhan Yenigün personally got hold of the case, fired those responsible for the crime and started an investigation for the Van Municipality Veterinary Department. He also gave orders for the dog to be found. The dog with two broken back legs was found in the garbage damp with another dog in the same state and brought to the Van University Veterinary Department for medical treatment.

We hope this case will be an occasion for Turkey to come face to face with its conscience. We hope these cruel executions will end not because they humiliate us in front of the whole world but because we realize that we have no right to torture animals.

We have hope because many people in Turkey and abroad stood up and protested this cruelty done to one dog.

We have hope because for the first time in Turkey, a mayor didn’t choose to deny the truth but gave orders for this one dog to be rescued and punished those that were responsible.

Türkiye’de zulme uğrayan hayvanların sesi oldular; süregelen hayvan katliamının farkında oldukları mesajını verdiler.

Artık yalan ve inkara sığınarak gizlediğinizi sandığınız bu katliamı bütün dünya görüyor beyler. 21. Yüzyılda, sokak hayvanı sorununa uygar ve insani bir çözümü beceremeyen, ormanlara atıp açlıktan öldürmeyi bile bir rant vesilesi yapan bu zihniyetle tüm dünyaya rezil oluyorsunuz.

On October 4, 2008, World Animal Protection Day, hundreds of people gathered in Istanbul, Paris, London, The Hague, Mulheim and Toronto to protest the cruelty towards animals in Turkey. They became the voice of the suffering animals of Turkey and gave the message that they are aware of this crime.

Those that are responsible of this massacre!

The whole world is watching you. You can not hide this crime behind your lies and denials any more. Your incompetence in finding a human and civilized solution to the stray animal problem and your shameful innovation of profiting from murder by dumping animals in forests is atrocious. You are disgracing yourselves in front of the whole world.

Kadir Topbas, Mayor of the Greater Istanbul Municipality

Today, December 19, we are once again faced with another puzzling situation created by the constant efforts of Arif Eker in covering up the undeniable truth, the appalling mismanagement of his department in the management of Neuter and Return in Istanbul.

It was barely a week ago that, much to our surprise (and certainly joy), we received a personal call from Kadir Topbas, the major of Istanbul. In it we were very pleased to see a radically different attitude that the one shown by Arif Eker until now... Mr. Topbas sounded on the phone like a sincere and honest person, someone willing to get to the bottom of the issue and open to cooperation in order to the correct implementation of NR in Istanbul.. Here is a transcript of this conversation:

Kadir Topbas: I am calling you as I have promised to do so. Unfortunately I couldn't give you an appointment since I am so busy these days but I am ready to listen to you on the phone if you are available and have time for it. I am listening to you.

EHDKD: In August IBB Vet Department opened a tender for NR of 5500 stray dogs. We as NGO's experienced in NR, having done it for years in different districts of Istanbul, offered our cooperation on voluntary basis, and had several meetings with Arif Eker and Mehmet Yildirim for that. They refused our cooperation.

Kadir Topbas: Why?

EHDKD: I don't know. Then we started to watch over the execution and found out that the animals are not fed properly, they are not carried properly, most of them die during operation, they are not put back in their territory but thrown out to forests.

Kadir Topbas: What is the name of the firm that took the tender? Let me take a pen to take notes.

EHDKD: Anadolu Ilac Gida. That is a Ltd Sti established by two people.

Kadir Topbas: So this is a firm established for this tender, with no experience in NR??

EHDKD: Yes, definitely.

Kadir Topbas: NR shouldn't be done by any firm. The firm which is involved should have sympathy for animals. Otherwise their behaviour towards animals will not be proper.
And what did this firm bid for the tender?

EHDKD: 890.000 ytl.

Kadir Topbas: What was your bid?

EHDKD: Mr Topbas. I think you have misunderstood our point. We didn't bid for the tender and will never do so. Our only aim is to cooperate on voluntary basis so that the NR is successful.

Kadir Topbas: What do you want for the next tender?

EHDKD: No matter who does the execution, either a new firm or IBB itself we want to be inspectors of the execution, we want our consultancy proposal to be accepted. All our aim is for this execution to be successful and the stray dog problem of Istanbul to be solved.

Kadir Topbas: I understand. I will talk to the people involved. Please call me whenever you want and inform me about the developments.

And that was a very nice conversation with a seemingly worried and honest sounding Mayor.

Of course, Arif Eker could not let this good atmosphere last for long. The man seems to have difficulties accepting reality and discerning the truth. We are not psicologist nor psiquiatrists so we will not try to analyze his perplexing behaviour, but we believe, what follows next is worthy of careful attention as it truly portrays the nature of the man.

Today, on December 19, 2006, a group of animal lovers from Sarıyer visited Arif Eker at his office. They wanted to tell him their complaints about the dogs thrown out in forests by AIG and ask this disastrous situation caused by AIG to be compensated by the municipality by delivering these dogs to where they belonged. Here is what Arif Eker said in this meeting:

“It is not true that there is a court case. There are neutering operations continuing carried out at Municipality shelters. We are satisfied with their execution. Dogs are thrown to forests by region municipalities not by AIG. I can not do anything about this. In time, dogs will get used to their new environment. We are not going to cooperate with animal protection societies, not even take them as our counterparts. We are here talking to you, other departments wouldn't even do that.“

However, as everybody knows, the execution of AIG was stopped by Arif Eker himself after we opened a court case against the municipality. The 60 pages court case folder is in front of the judges . While Mr. Topbas who is the elected major of Istanbul, one of the biggest metropolis in the world, has pronounced his concern and shown a clear willingness to cooperate and make of the program a success, Arif Eker, the person that singlehandedly has turn Neuter and Return in Istanbul into a source of national and international shame is stating clearly, in rude and arrogant manner that the Municipality will NEVER cooperate with Animal Protection Organizations.

So... the dilemma is.... obviously a public official is lying here and we have the strong suspition that person is Arif Eker. It is time for the lies to stop and for that official to be replaced by someone more competent willing to achieve things instead of destroying innocent lifes in search of .. in search of what?? Glory? Money? Power? ... who knows....

Whatever those reasons are, we at EHDKD, and a growing number of animal lovers, are fully determined to put an end to this appalling situation, to this permanent source of embarrassment. Today, from this global tribune and as citizens and residents of this wonderful country, the Republic of Turkey we are excercising our rights and we are requesting the inmediate replacement of Arif Eker as Head of the Istanbul Municipality Veterinary Department by someone willing to do the job correctly instead of engaging in an endless game of lies and deceptions that is bringing discredit to the Municipality and its superiors.

We believe the truly honourable course of action here would be for Arif Eker to tend his resignation with inmediate effect. It is now obvious that the stray animals of this city will not stop suffering until Arif Eker moves on to a position where he is not in direct /or indirect contact with animals.

Bugün, 19 Aralık Salı günü, IBB Veteriner İşleri Müdürü Arif Eker gerçekleri reddeden, uzlaşmaz tutumunu bir kez daha sergiledi.

Bir hafta önce, Sayın Kadir Topbaş bizi bizzat aradığında, aramızda aşagıda özetlediğimiz konusma gerçekleşti. Sayın Topbaş, telefonda, dürüst ve samimi bir uslupla, kısırlaştırma işinin uygulaması hakkında sorular sordu, görüşümüzü aldı ve yapılan yanlışların düzeltilmesi için hayvan koruma dernekleriyle işbirliği içinde çalışılmasına sıcak baktığı izlenimini uyandırdı. Konuşmamız şöyle gelişti:

Kadir Topbas: Söz verdiğim üzere sizi arıyorum. Ne yazık ki işlerimin yoğunluğu nedeniyle size randevu veremiyorum ama telefonda dinlemeye hazırım.

EHDKD: IBB Veteriner Işleri Müdürlüğü Ağustos 2006’da 5500 köpeğin kısırlaştırılması işini bir firmaya ihale etti. Biz, kısırlaştırıp yerine bırakma konusunda deneyimli dernekler olarak, bilgi birikimimizi, gönüllü olarak belediyenin hizmetine sunmayı teklif ettik. Bu amaçla, Arif Eker ve Mehmet Yıldırım’la defalarca toplantı yaptık. Gönüllü işbirliği önerimizi geri çevirdiler.

Topbas: Neden?

EHDKD: Bilmiyoruz. Sonra icraatı izlemeye başladık ve köpeklerin uygun koşullarda toplanıp taşınmadıklarını, barınaklarda kaldıkları süre içinde beslenmediklerini, çoğunun operasyon sırasında öldüğünü, kısırlaştırıldıktan sonra yerlerine bırakılmadıklarını, ormanlara atıldıklarını tesbit ettik.

Topbaş: Ihaleyi alan firmanın adı nedir? Not almak için bir kalem alayım.

EHDKD: Anadolu Ilaç Gida. Iki kişi tarafından oluşturulan bir limited şirket.

Topbaş: Yani sadece bu ihale için kurulmuş, bu konuda hiçbir deneyimi olmayan bir şirket mi bu?

EHDKD: Evet.

Topbaş: Kısırlaştırıp aşılamanın lalettayin bir firma tarafından yapılması doğru değil. Bu işi yapan firmanın hayvanlara karşı sevgisi olması lazım. Aksi taktirde hayvanlara karşı davranışları yanlış olacaktır. Bu firma ne kadar teklif verdi?

EHDKD: 890.000 ytl.

Topbaş: Siz ne teklif verdiniz?

EHDKD: Sayın Topbaş. Galiba yanlış anladınız. Biz ihaleye katılmadık, katılmak gibi bir niyetimiz de yok. Bizim amacımız kısırlaştırıp yerine bırakma projesinin doğru uygulanması ve başarılı olması için gönüllü olarak yardımcı olmak.

Topbaş: Bir sonraki ihale için talebiniz nedir?

EHDKD: Kısırlaştırma icraatını ister bir firma isterse IBB kendisi yapsın biz icraatı denetlemek istiyoruz. Gönüllü danışmanlık yapma teklifimizin kabul edilmesini istiyoruz. Bizim bütün amacımız bu projenin başarılı olması ve Istanbul’un sokak hayvanı sorununun çözülmesidir.

Topbaş: Anlıyorum. Ilgili kişilerle görüşeceğim. Lütfen beni istediğiniz zaman arayın ve gelişmelerden haberdar edin.

Bugün, 19 Aralık 2006. Sarıyer’den bir gurup hayvansever Arif Eker’i ziyaret etti. Amaçları, AIG tarafından ormanlara atılan yüzlerce köpeğin akıbeti konusunda konuşmak, AIG tarafından yaratılan bu durumun, hayvanların alındıkları yere bırakılmaları suretiyle, belediye tarafından çözülmesini istemekti. Arif Eker bu toplantıda şunları söylemiştir:

“Mahkeme acıldığı doğru değildir. Barınaklarda kısırlaştırma çalışmaları devam ediyor. Çalışmalarından memnunuz. Hayvan koruma dernekleri ile işbirliği yapmak bir yana onları muhattap bile kabul etmeyeceğim. Kopekler bulundukları ortama uyum gösterirler. Bu konuda hiçbirşey yapamam. Köpekler zaman içinde ormanda yaşamaya alışırlar. Sizinle burada oturup konuşuyoruz. Baska müdürlükler bunu yapmaz bile"

Oysa, herkesin bildiği gibi, AIG’nin icraatı, Idare mahkemesinde açtığımız davadan sonra, bizzat Arif Irfan Eker tarafından durdurulmuştur. Altmış sayfalık dava dosyası mahkeme heyetinin önündedir. Dünyanın sayılı büyük metropollerinden biri olan Istanbul kentinin seçilmiş belediye başkanı Sayın Topbaş, bizzat kendisi, kısırlaştırma uygulaması ile ilgili endişesini ve işbirliği niyetini dile getirirken, Istanbul’daki kısırlaştırma projesini ulusal ve uluslararası platformda bir utanç hikayesine dönüştüren kişi olan Arif Eker, açık ve küstah bir ifade ile, belediyenin HİÇBİR ZAMAN, hayvan koruma dernekleriyle işbirliği yapmayacağını söylemektedir.

Bugün, bu uluslararası platformda, kendi görev alanı içindeki konularda kamu oyunu bilerek yanlış bilgilendiren, kısırlaştırma projesini hayvanların telef edildiği bir uygulamaya dönüştüren, sivil toplum örgütleri ile işbirliğini reddeden Veteriner İşleri Müdürü Arif İrfan Eker’in istifasını istiyoruz.

As it was to be expected Turkey's press has finally picked up on the appalling situation created by the Istanbul Metropolitan Municipality's and the Head of the Veterinary Department, Arif Irfan Eker.

This weekend two of the leading newspapers in Turkey, Milliyet and Hurriyet have exposed the issue in their pages.

This fight will continue in the Administrative Court as well as in the Mass Media. Sooner or later the Istanbul Metropolitan Municipality will come to realize that it is much easier, cost-effective and certainly better for PR purposes to manage Neuter and Return in a humane and professional way, and counting with our collaboration and supervision that leaving the whole responsibility of this crucial project under the control of companies and individuals of dubious repute.

The moment there is a firm commitment on the part of the Istanbul Metropolitan Municipality to make this project work in strict accordance with the Law, and guided by Humane Principles, we, EHDKD, as well as our friends of the Society for the Protection of Stray Animals, will be there to lend them a helping hand towards its successful completion.

Until then the fight will continue both in the Court as well as the public forum of national and international Media. It is up to Arif Eker and ultimately up to Kadir Topbas, the Major of Istanbul to decide which route to follow: a new way guided by humanity, legality and joint cooperation OR its current inhumane, illegal and dismissive behavior that is ending with the lifes of thousands of animals in an appalling display of animal cruelty and total disregard of both Law and public opinion.

Mücadelemiz, gerek idare mahkemesinde, gerek medyada devam edecektir. Istanbul Büyükşehir Belediyesinin, er veya geç, kısırlaştırma projesini insani ve profesyonel bir şekilde yürütmenin daha az maliyetli, daha kolay ve halkla ilişkiler açısından daha doğru olduğunun farkına varacağını ve bu önemli projeyi konu hakkında hiçbir deneyimi olmayan şaibeli şirketlerle değil, hayvan koruma derneklerinin işbirliği ve denetimi ile yapmanın daha akıllıca olduğunu anlayacağını düşünüyoruz.
Istanbul Büyükşehir Belediyesi bu projeyi kanuna ve ahlaki açıdan kabul edilebilir bir şekilde yapmaya karar verdiği anda, biz EHDKD ve SHYKD olarak, projenin başarılı olması için onlara her türlü desteği gönüllü olarak vermeye hazır olacağız.

The Sariyer Kocatas Shelter, belonging to the Istanbul Metropolitan Municipality is at the center of a controversy that is now in the hands of the Administrive Court. EHDKD has been working voluntarily at the shelter for six years but was told by the Istanbul Municipality Veterinary Department, to leave the place in August. The director of EHDKD, Deniz Bingol told us the following:

“We were told to leave the shelter because Istanbul Municipality Veterinary Department opened a tender and gave the job of neutering of dogs to a firm. We were told that this firm would be working at Sariyer. First we were happy that the neutering would be done by a professional firm. But then we found out that the firm which was given the duty, was a pesticide firm. This made us have some doubts about the issue. After September, we started receiving photographs from the shelter; dogs were caught by men who had no experience in the job, they were operated by inexperienced vets in unsuitable conditions, post operative treatment was not given and dogs were dying either at the operation table or immediately after. These practices are against the Animal Protection Law and the technical regulations of the tender. Furthermore, most of the dogs were thrown into forests and in rabies quarantine areas. Our efforts to deliver these documents and information to the municipality were futile.”

Now the case is in front of the Administrative Court.

Lights, camera, action!

In an effort to support our landmark courtcase against the Istanbul Municipality with an across-the-board education effort today EHDKD started the shooting of a documentary that aims to explain the origins and causes of the plea of the stray dogs of Turkey as well as the only viable solution, the implementation of a nation-wide campaign of Neuter and Return.

This documentary will be the first of a series and, hopefully, the beginning of a broader initiative aiming to educate the turkish population on animal wellfare issues.

The only way forward is a combination of education activities and legal action that ensures the correct implementation of the Animal Wellfare Law. We are facing strong opposition from the "usual suspects" but with intelligence and determination we will contribute to a lasting and permanent change of the sad situation we witness today in this country.

Istanbul Büyükşehir Belediyesine karşı Istanbul Idare Mahkemesinde açtığımız dava devam ederken, sokak köpeği olgusunun nedenleri ve sorunun tek etkin ve insani çözümü olarak “Kısırlaştır-Aşılat-Yaşat” projesinin tanıtımı üzerine bir belgeselin çekimlerine başladık.

Bu belgeselin, bu konuda yapılmış ilk film olmasının yanı sıra, Türkiye toplumunu hayvan hakları konusunda bilinçlendirmek üzere başlatılacak yaygın bir kampanyanın da ilk adımı olmasını amaçlıyoruz.

Sorununun çözümü için tek yolun, eğitim faaliyetlerinin yanı sıra Hayvan Hakları Yasasının doğru uygulanması için verilecek hukuk mücadelesi olduğuna inanıyoruz. “Olağan Şüpheliler” cephesinden gelen muhalefete rağmen, ülkemizde süregelen üzüntü verici duruma, kalıcı bir çözüm bulunması için bilinç ve kararlılıkla mücadele etmeye devam edeceğiz.

Execution suspended!!!

Execution of Neuter and Release carried on by Anadolu Ilaç in three shelters of Istanbul Municipality at Tuzla, Alibeykoy and Sariyer has been suspended by Istanbul Municipality.

The fact that Istanbul Municipality Veterinary Department has ceased the execution doesn't exempt them from the responsibility of the crimes in the past.

The court is to decide about the subject.

We will inform you about further developments.

telafisi mumkun olmayan gecmis icraatinin sorumlulugundan kurtulmasi anlamina gelmez. Yapilan icraatla ilgili karari adalet verecektir.

An inhumane act - INSANLIK DISI BIR UYGULAMA

Do you see that white tag in the puppy's ear?

That is the white tag of the Buyuksehir Belediye and Anadolu Ilac.
The age of that puppy could not be more than three to four months old. He, too, is one of the many hundreds dropped by Anadolu Ilac in the forests and roads surrounding Istanbul.


Many of those dogs are dying as we speak... others will die in the very near future, either of hunger or being run over by cars.. the point is... those dogs should not be there in the first place. It is barbarian and inhuman to drop them in such a way in the forests and roads, where there is no food and they stand very little chance for survival.

INSANLIK DISI BIR UYGULAMA

Yavru köpeğin kulağındaki küpeyi gördünüz mü?

Bu beyaz küpe Istanbul Büyükşehir Belediyesi ve Anadolu Ilaç tarafından, kısırlaştırılmış köpekleri işaretlemek için kullanılmaktadır. Resimdeki yavru köpek en fazla üç ya da dört aylıktır ve Anadolu Ilaç tarafından ormanlara ve yol kenarlarına atılan yüzlerce köpekten sadece bir tanesidir.

Atılan köpeklerin çoğu ya ormanda açlıktan ölmekte ya da otobanda ait olduğu yere gitmeye çalışırken ezilmektedir. Köpekleri, yaşama şanslarının çok düşük olduğu ormanlara ya da otoban kenarlarına atmak barbarlıktır, insanlık dışıdır.

Telling the World

We are currently in the midst of launching a widespread national and international media and communications campaign aiming to educate the Turkish population about the problem of the stray and abandoned animals as well as informing the international community of the progress of Turkey in animal wellfare matters.

We are also aiming to make the Istanbul Municipality understand that it is in their interest, politically and economically to properly implement the Neuter and Return project IN COOPERATION with experienced animal wellfare organizations. As long as Arif Eker and the people responsible refuse to accept that fact, and entrench themselves in a position of denial and covering up the fact that they are operating dogs and dropping them by the side of the road or in the middle of the forest so they are crushed by cars or starve to death, there will be not one, but a thousand court cases against them, and in the end, the people responsible will stop being an asset but will become a liability.
... and we all know what happens in politics when someone becomes a liability.


The Municipality must understand that this is a national problem, and one that it is in the best interest to solve in a Humane, Efficient and Permanent manner.

So far it is a failure but we are still hopeful. One must never loose hope in humanity.

Türk toplumunu, sokak hayvanları ve terkedilmiş hayvanlar konusunda bilinçlendirmek ve uluslararası toplumu Türkiye’deki durum ve hayvan hakları mücadelesi konusunda bilgilendirmek için geniş bir iletişim kampanyası açmış bulunuyoruz.

Diğer yandan, Istanbul Büyükşehir Belediyesi’ne, kısırlaştır-aşılat projesinin, ancak doğru bir şekilde ve bu konuda deneyimli hayvan koruma dernekleriyle İŞBİRLİĞİ İÇİNDE uygulandığı taktirde başarılı olacağını anlatmayı amaçlıyoruz. Sayın Arif Eker ve bu projeden sorumlu kişiler, bu gerçeği anladıkları zaman, kendilerini şu anda içinde bulundukları talihsiz pozisyondan kurtarabilecekler. Uygulama şu anda olduğu gibi, kısırlaştırılan köpeklerin otoyol kenarlarına veya ormanlara atılması şeklinde devam ettiği sürece, onlar aleyhinde yüzlerce dava açılacak ve sonunda bu uygulamanın sorumluları bu yükü taşıyamaz hale geleceklerdir.

Istanbul Büyükşehir Belediyesi sokak hayvanı sorununun bir milli sorun olduğunu ve bunun Insani, Etkin ve Kalıcı bir biçimde çözülmesi gerektiğini anlamalıdır.

Şu anda kadar uygulama başarısız da olsa yine de umutsuz değiliz. Insanlıktan hiçbir zaman umut kesilmemesi gerektiğini düşünüyoruz.




The beginning of the end

Last Friday the 10ht of November we attended a meeting organized by Mr. Arif Eker, the Head of the Veterinary Department of the Istanbul Municipality. The reason for this meeting was to inform NGO's of the progresses made in the Program of Neuter and Return. NGO's went there to demand answers facing the mounting complains against the way the project is being handled by Mr. Eker and Anadolu Ilac, the two-man-band that miraculously was awarded the contract for the neutering of 5.500 stray dogs, at a cost of nearly half a millon euros.

10 Kasım, Cuma günü, IBB Veteriner İşleri Müdürü Sayın Arif Irfan Eker tarafından düzenlenen bir toplantıya katıldık. Toplantının amacı, sivil toplum örgütlerini Kısırlaştır-Aşılat projesinin uygulaması ile ilgili olarak aydınlatmaktı. Sivil toplum örgütleri temsilcileri, toplantıya, Sayın Eker’e, 5500 köpeğin kısırlaştırılması için açılan ve 890.000 YTL teklifle iki kişiden oluşan Anadolu Ilaç Gida şirketine verilen kısırlaştırma projesinin uygulaması ile ilgili şikayetlerini dile getirmek ve sorular sormak için katıldılar.

Unfortunately, the inexperience and the extreme efforts Anadolu Ilac is making in order to maximize profits it is turning the first comprehensive implementation of Neuter and Return in this country into an absolute mess.

It took Mr. Eker the best part of two hours to provide us with all kinds of unnecessary and irrelevant details on the performance of the veterinary department, ellaborating in disturbing details in subjects as butchering of cows in the local abatoirs or food inspections. If Mr. Eker wanted to make a point and bore all NGO's representatives to death he achieved his goal with flying colours.

As he continued explaining the budgets for 2006 in excruciating detail some NGO's representatives started to ask him questions. He was asked why sterilized dogs are being dumped in the forest by Anadolu Ilac instead of being put back together in their territory. We asked him why dogs were not being fed during their stay in shelters, we asked him about the reasons for his blatant disregard about the correct implementation of Neuter and Return and how come dogs are being dumped in quarantene areas.

Ne yazık ki, Anadolu Ilaç Gida şirketinin bu konudaki deneyimsizliği ve sadece karını maksimize etmeye dönük çabası sonucunda, kısırlaştır-aşılat projesinin Türkiye’deki bu ilk geniş çaplı uygulaması bir başarısızlıkla sonuçlanmak üzeredir.

Sayın Arif Eker, toplantının iki saatlik kısmında gereksiz ve konuyla alakası olmayan detaylarla dolu olan bir sunum yapmış, kendi müdürlüğünün, mezbahalar ve gıda denetimini de içeren icraatını tanıtmıştır. Sayın Eker’in asıl amacı dinleyicileri sıkmak idiyse, bunda başarılı olduğu söylenebilir.

Sayın Eker, 2006 yılı bütçesini ayrıntılı bir biçimde anlatmaya devam ederken bazı sivil toplum örgütü temsilcileri soru sormaya başladılar. Anadolu Ilaç şirketinin köpekleri kısırlaştırdıktan sonra yerlerine bırakmak yerine neden ormana attığı soruldu. Kendisine, köpeklerin barınaklarda kaldıkları süre içinde neden beslenmediklerini, kısırlaştır aşılat projesinin doğru uygulanması konusundaki ilgisizliğin nedenini, köpeklerin neden kuduz karantina bölgelerine atıldıklarını sorduk.

Mr. Eker's reply: If you dont like the way Arif Eker operates (interestingly Mr. Eker speaks about himself in third person) you can take the case to court.

To what we replied: We will.

Sayın Eker’in cevabı: Arif Eker’in icraatını beğenmiyorsanız, (Sayın Eker kendisinden üçüncü tekil şahıs olarak bahsetmektedir) mahkemeye gidiniz.

At that point, Susen Erkus, sitting on Mr. Eker's right, and acting in an obvious state of excitement and uncontrolled rage, started shouting and accusing NGO's of the most ridiculous, absurd and preposterous allegations... from selling dogs to restaurants in China, to being part of the "jewish mafia" (God knows what she meant by that!), to having established an alliance with foreign powers in order to bring down the integrity of the Turkish State. In other words, a pathetic display of xenophobia, surprisingly similar to the kind of statements proferred by members of the Aryan Brotherhood, and certainly not the kind of words that should be used in the grand meeting room of the Istanbul Municipality.

Bu noktada Sayın Eker’in sağında oturan Susen Erkuş isimli bayan, kontrol dişi bir öfke ve heyecan ile bağırmaya başlamış ve toplantıya katılan sivil toplum örgütlerini, köpekleri Cin’deki restoranlara satmaktan tutun da yahudi mafyasının (bu da ne demekse) üyesi olmaya, Türk Devleti aleyhinde bölücü faaliyetlerde bulunmaya kadar akıl dışı, saçma sapan ithamlarla suçlamaya başlamıştır. Daha çok Aryan Kardeşlik Örgütü üyelerine yakışacak bu sözlerin Istanbul Büyükşehir Belediyesi toplantı salonunda söylenmiş olması acıklıdır.

Animal protectors are desperate; instead of improvement, the situation getting worse. Besides from the animal suffering caused by Anadolu Ilac, Neuter and Release only works if it is done in a correct and consistent way. The success of the Neuter and Return project rest on the assumption of sterilized dogs taken from there to another place, the place will be inhabited by unsterilized new comers soon and the project will fail. Likewise the killing of dogs (sterilized or not), only causes an area to be populated with new dogs. If dogs are replaced in another area than they were initially caught (a different territory), causes fights, agitation and disturbance of the natural balance. Furthermore, the sterilization of the dogs should go together with an information campaign which informs the people that they do not have to fear the dogs, that the dogs with ear tags are vaccinated, and that the community is working on a solution for the problem by the Neuter and Release project.

One of the veterinarians "lent" by Perihan Agnelli's FHDD to Anadolu Ilac to train veterinarians in sterilization told us about the abuse and complained regularly about this. His complaints had no effect and eventually he asked his employer if he could come back and stop performing duties with Anadolu Ilac; he did not want be involved any longer in the systematic abuse of animals under the veil of Neuter and Release. Another veterinarian who has worked by EDHKD before was sent away by Anadolu Ilac because he was too sensitive and cared for the state of the dogs he was meant to operate.

LIES

Hayvan koruma dernekleri durumun düzelme yerine giderek daha da vahim hale gelmesinden son derece endişelidirler. Anadolu Ilaç’ın hayvanlara yaptığı eziyet bir yana, “Kısırlaştır-Aşılat-Yerine Bırak” projesi ancak doğru ve tutarlı bir biçimde uygulandığında başarılı olabilir. Kısırlaştırıp aşıladıktan sonra yerine bırakma projesinin en önemli varsayımı kısır köpeklerin yaşadıkları alanı kısır olmayan diğer köpeklerin girişine karşı korumalarıdır. Belli bir bölgeden alınan köpeklerin başka bir bölgeye atılması suretiyle bir alan boşaltıldığında o bölge kısa zaman içinde yeni gelen kısırlaşmamış köpekler tarafından sahiplenilecek ve bu durum projenin başarılı olmasını engelleyecektir. Köpeklerin, (kısırlaştırıldıktan sonra ya da kısırlaştırılmadan) öldürülmesi, o bölgenin yeni köpekler tarafından doldurulmasına yol açacaktır. Köpekler, alındıkları yerden başka bir yere bırakıldıklarında, bu durum doğal dengenin bozulmasına ve köpekler arasında alan kavgasına neden olacak ve boşalan alan yeni köpekler tarafından doldurulacağı için proje başarısız olacaktır. Diğer yandan, kısırlaştırma projesinin yaygın bir bilgilendirme projesiyle eşanlı olarak uygulanması gerekmektedir. Halka köpeklerden korkmamaları gerektiği, projenin amacının köpek sayısını kontrol altına almak olduğu ve küpeyle işaretlenmiş hayvanların aşılı olduğu anlatılmalıdır. FHDD başkanı Perihan Agnelli tarafından Anadolu Ilaç Gıda şirketi için çalışan veterinerleri eğitmek üzere ücreti FHDD tarafından ödenerek görevlendirilen bir veteriner hekim, çalıştığı süre içinde hayvanlara yapılan muameleden dolayı çok rahatsız olduğunu dile getirmiş, şikayetleri şirket yöneticileri tarafından dikkate alınmayınca, kısırlaştır aşılat adı altında hayvanlara kötü muamele edilmesi nedeniyle Anadolu Ilaç için çalışmaktan vazgeçmiştir. Daha önce EHDKD için çalışdıktan sonra Anadolu Ilaç için çalışmaya başlayan bir başka veteriner hekim de operasyon yapması için getirilen köpeklerden hasta olanların durumlarıyla ilgilenmek istediği ve hasta hayvanları ameliyata almayı reddettiği için şirket tarafından işten çıkarılmıştır..

Even some Municipal employees started to reject the status quo and went as far as publishing official reports stating that the dogs in the sterilization centres were not being fed and that the death rate at the operation table was very important because dogs were operated without undergoing preparatory treatment previously to the procedure.

There are also statements that sterilized dogs are still being poisoned by the municipalities, being dropped by the side of the highways and the forests.

MARIA'S RESCUE

Belediye adına çalışan bazı memurlar dahi projenin bu şekilde yürütülüyor olmasından rahatsızlık duyarak , hayvanların kısırlaştırma merkezlerinde geçirdikleri süre içinde beslenmediklerini ve hayvanlar tedavi edilmeden gelir gelmez ameliyata alındıkları için, ameliyatta ölüm oranının yüksek olduğunu raporla kurumlarına bildirmişlerdir.

Kısırlaştırıldıktan sonra ormanlara ve otoyol kenarlarına atılan köpeklerin daha sonra yine belediye ekiplerince zehirlendiklerine dair birçok şikayet alınmaktadır.

Background I

Since June 2004, Turkey has an Animal Protection Law, stating that Neuter and Return is the only legitimate way to solve the stray dogs problem. The municipalities are obliged to deal with the problem and to have a decent shelter where the animals can recover. The animals need to be registered and replaced to their original environment.

In Istanbul, the work is “assigned”, by a tender, to a pesticide company, Biosav AS, who subcontracted the execution to a two-man-company, Anadolu Ilac Gida Ltd Sti. The situation is miserable. Many dogs die, and sick dogs are just being put back in the streets. There are cases known where a mother dog was caught for sterilisation while she started giving birth. The dog was thrown out of the car into a kennel.
She died, and her puppies did as well. A dog with a hernia was put back after sterilisation, as well as a dog with a fractured hip. Furthermore, there is no decent registration of where the dogs are caught, so they are put back in random places, which causes fights. The circumstances under which the sterilisations take place are not hygienic, the catching of the dogs is done in inhuman ways, and transport of the animals is done in cars without ventilation; the temperatures in these trucks varies from 38 to 50 degrees Celsius.

PAIN CRUELTY IN A SHELTER IN TURKEY

2004 Yılı Haziran ayında yürürlüğe giren Hayvan Hakları Yasası, sokak hayvanı sorununun çözümü için uygulanacak tek yöntemin kısırlaştırıp aşıladıktan sonra yerine bırakma olduğunu belirtmektedir. Kanun ve yönetmelik, bu uygulamanın sorumluluğunu belediyelere vermektedir. Kurulacak bakımevlerinde tedavi ve kısırlaştırma ameliyatı yapılan hayvanların, iyileştikten sonra kuduza karşı aşılayıp, mikrochip takarak alındıkları yere geri bırakılmasının sorumluluğu belediyelere verilmiştir.

Istanbul Büyükşehir Belediyesi bu işi ihale ile Biosav adlı bir böcek ilaçlama şirketine vermiş, Anadolu Ilaç Gida Ltd.Şti. adlı şirket de alt yüklenici olarak işi yürütmeye başlamıştır. Uygulama acıklıdır. Birçok köpek, tedavi edilmeden ameliyata alındığı için ölmekte, hasta köpekler sokağa geri bırakılmaktadır. Bir anne köpeğin doğum yapmakta iken kısırlaştırılmak üzere alındığı, barınağa getirilirken yolda doğumun başladığı, anne ve yeni doğan yavruların barınakta atılmış oldukları kafeste öldükleri tesbit edilmiştir. Karnında ur olan bir köpekle bel kemiği kırık olan başka bir tanesinin de sokağa geri bırakıldığı bilinmektedir. Diğer yandan, köpeklerin nereden alındığına dair kayıtlar düzgün bir biçimde tutulmadığı için, geri bırakılmaları da rastgele olmaktadır. Ameliyathane ve hayvanların ameliyattan sonra koyuldukları kafesler hijyenik olmaktan uzaktır. Hayvanlar insani olmayan yöntemlerle yakalanmakta, havalandırması olmayan ve araç içi sıcaklığı yazın 38-50 derecelere kadar yükselen kapalı kamyonetlerde, gün boyu dolaştırıldıktan sonra barınağa getirilmektedir.

Seeking Justice for the Stray Dogs of Turkey / TÜRKİYE’DEKİ SOKAK HAYVANLARI İÇİN ADALET ARAYIŞI

After months of useless talks and conversations EHDKD and SHYKD have decided to take the Istanbul Municipality to the Administrative Court for mismanagement of a publicly funded project and for the continuous killing of hundreds of sterilized dogs.

The situation is appalling and tired of it we are going to be exhausting all legal options and fight this one till the end.

We will be using this blog as a platform of communicating news on the court case and related issues to the general public.

In the picture, Arif Irfan Eker, the Head of the Veterinary Department of the Istanbul Municipality. He is the person directly responsible for turning Neuter and Return into the embarrassment it is today.

Sonuç vermeyen birçok toplantıyla aylar geçtikten sonra, EHDKD ve SHYKD (Sokak Hayvanlarını Yaşatma ve Koruma Derneği) Istanbul Büyükşehir Belediyesini Hayvan Hakları Yasasını ihlal ettiği ve yüzlerce kısırlaştırılmış köpeğin ölümüne neden olduğu iddiasıyla idare mahkemesine vermeye karar verdi. Vahim olduğunu düşündüğümüz bu durumla, tüm yasal yolları tüketene kadar mücadele etmeye kararlıyız. Bu “blog” kamu oyunu, mahkemenin seyri ve ilgili konularda aydınlatmak için kullanılacaktır.
