KÜÇÜKÇEKMECE BARINAĞI REZALETİ

Küçükçekmece Belediyesinin Barınağını ziyaret ettiğimizde gördüğümüz manzara karşısında dehşete kapıldık. En fazla üç-dört köpeğin kısa süre tutulacağı boyutlardaki kafeslerin her birinde irili ufaklı 10-15 köpek vardı. Köpeklerin bazıları aşırı kalabalıktan kavga ettikleri için olsa gerek yara bere içindeydi. Hayvanların hemen hepsi inanılmayacak kadar zayıftı. Kafeslerde mama kabı yoktu. Köpekler, tavuk besler gibi, kafesin sidikli ıslak zeminine bir avuç- evet 15 köpeğe bir avuç- mama atılarak sözde besleniyordu. Hayvan başına iki tane kuru mama düşüyordu, o da kalırsa.

Başka bir kafeste tek başına yatan, felçli bir köpek gördük. Arka ayakları kaskatı kesilmişti. Can çekişiyordu. Sorumlu Veteriner Muhammet Özkan’a sorduk. Trafik kazası sonucu getirildiğini söyledi. Nasil bir tedavi yapıldığını sorduk. Cevap vermedi. Israr ettik. Vitamin veriyoruz dedi.

Pazar günü tekrar gittik. Içeri alınmadık. Sağlık Işleri Müdürü Kadir Bulut kimsenin barinağa alınmaması için talimat vermiş. Kapıdan gördüğümüz manzara aynıydı. Yine hayvanların önünde mama kabı yoktu. Bekçiye, geçen gün gördüğümüz kaza geçirmiş köpeği sorduk. Yine aynı yerde, taşın üzerinde yattığını söyledi.

Iki gün sonra bazı hayvanları yine insan yerleşiminden çok uzak yerlere bırakmışlar. Yukarıdaki fotograflarda Küçükçekmece Barınağından bırakılan köpekleri görüyorsunuz. Barınak koşullarının canlı delili olarak.

SCANDAL AT KUCUKCEKMECE SHELTER

We were shocked at what we saw when we visited the Kucukcekmece Shelter. There were 10-15 dogs in each kennel that was only of a size for two or three dogs to stay for a temporary period. Some of the dogs were wounded, most probably because of fights that took place as a result of the overcrowded kennels. Nearly all of the dogs very extremely skinny. There were no food cups in the kennels. The dogs were so called fed by throwing a hand full of dry food to the kennel floor wet with urine and feces. Each animal had, two or three bits of dry food to his share, if he had the chance to pick it up in time.

On another kennel we saw a paralyzed animal lying on wet stone floor. His hind legs were rigid. It was obvious that he was in pain. We asked the vet Muhammet Ozkan what had happened to this animal. He said that he had a car accident. We asked what he was doing as a treatment. He didn’t answer. When we insisted, he said he was giving vitamins…

They didn’t let us take pictures.

Two days later we went there again, on Sunday. They didn’t let us in. The head of health department, Kadir Bulut had ordered for nobody to be taken in. We looked inside from the outer door of the shelter. There were no food cups in kennels. We asked the guard about the paralyzed dog we had seen two days ago. He told us that he was still there, lying in pain.

We have found out that two days later, some of the dogs were dumped in places far away from human habitat where there is no chance for them to find any food. Our friends went and took some pictures. Above you see the pictures of dogs released from Kucukcekmece shelter as the living witnesses of the conditions in the shelter.

Sariyer Municipality's forests are dumping grounds for unwanted dogs, say certified animal protection volunteers. There, away from the public eye, dogs are continually massacred. In the last week 15 dogs were found poisoned in the area.

Fifteen stray dogs were found poisoned in the forested area of Istanbul's Sarıyer district this week, according to eyewitness reports from animal protection volunteers in Sarıyer and neighboring Bahçeköy yesterday.

The dogs were found ? and then cared for ? by the volunteers on the main road that connects Bahçeköy, Zekeriyaköy and the Black Sea town of Kilyos. All of the dogs were shot with poison using the same Blow Pipe syringe device used mainly by municipalities as a way to ?clean? the city of unwanted dogs, the volunteers told the Turkish Daily News.

Şebnem Aslan, a lecturer at Bilgi University, has been an animal activist since 2000 and was certified one year ago as an animal welfare volunteer after taking a course organized by the Greater Istanbul Municipality. Aslan is a resident of Ariköy. ?This set of poisonings started last week,? said Aslan. ?They all had the same injections in their backs.?

"This poison injection device is only used by municipalities", said Aslan, and she and other volunteers felt this batch of poisonings is proof the municipality was behind the deaths of the dogs. "But we are not sure which municipality used them," she said. "They do this every three months or so, kill and poison them in Zekeriyaköy. Every day they bring new dogs from the center of the city, because people complain about them, and the city just dumps them here," said Aslan. She and the other volunteers in the area take care of the dogs that arrive in their neighborhood, giving them bread and water, and "every two to three months these dogs just disappear," she said. "Although they always suspected the dogs were killed, in this case the evidence is irrefutable," she said.

In her village of Arıköy, there are five volunteers like her to take care of the village's 20 stray dogs.

"This poisoning is not the first or the last; it has been going on for years. This is near Sarıyer and we think Sarıyer municipality did it," said Bilge Okay, founder of the Homeless Animals and Environmental Protection Society (EHDKD).

A new animal protection law that stipulates internationally accepted practices about how to deal with stray dogs, was passed in 2004. Under Article 5199, municipalities are obliged to neuter and return stray animals to where they are taken from so the animals can guard their neighborhoods from un-neutered ones. Throwing animals out of cities and into forests is illegal.

However, Sarıyer Mayor Yusuf Tülün has been anything but supportive of the law and animal activists, according to volunteers in the Sarıyer area. Members of the EHDKD, which has lobbied the Sarıyer municipality for years to help them take care of the stray dog problem by adhering to the law and working with the volunteers, got a brusque response from him which they posted on their Web site. "The animal protection law is disgusting. I have to do what the citizens say. I get votes from human beings, not dogs. People don't want dogs in the streets. Why should I take them back to their territory? I have them collected, taken to Kisirkaya and then dumped in their natural habitat, which is the forest. I would prefer poisoning were legal again. We have so many responsibilities other than dogs. I will not cooperate with volunteers. They cannot enter the rehabilitation center in Kisirkaya. This problem can only be solved by the Metropolitan Municipality and the local government of Istanbul. All the dogs must be collected by them and dumped in areas far away from the city. Animal lovers can go and feed them there if they want to," Tulun reportedly said on Jan. 24. The mayor was not available to verify whether this statement was true.

One of Sarıyer Municipality's veterinary experts, who asked to remain unnamed, spoke to the TDN. He denounced the poisonings and said they were clearly done by people with bad intentions. He is disappointed, however, that animal protection volunteers accused the Sarıyer Municipality of the cruel acts. "Why are they accusing us? We had good relations with them," he said. The municipal expert was aware of the killings of three large dogs and a cat, but he understood their deaths were from food poisoning. "The municipality sent one dog for an autopsy to verify the cause of its death", he said, adding that the municipality was not involved in leaving stray dogs in the forest. "Our role is to rehabilitate street animals," he said. "The welfare of animals, people and society is our job."

When asked whether the municipality intended to find the culprits who poisoned the dogs on the road from Bahçeköy to Kilyos, he said that area is outside Sarıyer 's borders and is the responsibility of legal authorities. Since Sarıyer Municipality hired a new head veterinarian, Ahmet Bolukbasi, the city has seemed at least willing to cooperate with the animal welfare volunteers, he said.

EHDKD has two court cases open against Sarıyer Municipality for illegally dumping dogs in forests. "We will not give up our legal struggle until this illegal, inhumane, cruel practice is stopped," said Ivan Jimenez, a real estate finance officer and animal rights volunteer living in Istanbul, to the TDN. "We will not let animals be tortured like this."

Sarıyer ve yakınında bulunan Bahçeköy’de oturan görgü tanıklarına göre, dün Istanbul Sarıyer bölgesinin ormanlık alanında onbeş köpek zehirlenmiş olarak bulundu.

Gönüllüler bu köpekleri Bahçeköy’ü Zekeriyaköy’e ve Kilyos’a bağlayan ana yolun kenarında buldular. Gönüllerin Turkish Daily News’a söylediklerine göre, köpeklerin üzerinde sadece belediyelerin şehirleri istenmeyen köpeklerden arındırmak için kullandığı üflemeli uyuşturucu silahın şırıngaları bulundu.

Bilgi Universitesinde oğretim görevlisi olan Şebnem Aslan, 2000 yılından beri hayvan hakları aktivisti. Bir yıl önce de Istanbul Büyükşehir Belediyesi tarafından açılan bir kursa katılarak hayvan korumacı sertifikası almış. Arıköy’de oturan Aslan ” Bu zehirlemeler geçen hafta başladı. Bütün köpeklerin sırtında aynı zehirleme enjektörleri vardı.” dedi.

Aslan’ın söylediğine göre, bu zehirleme enjektörü sadece belediyeler tarafından kullanılıyor. “Bu nedenle, zehirlemeyi belediyenin yaptığını düşünüyoruz. Hangi belediyenin yaptığından emin değiliz. Her üc ayda bir bunu yapıyorlar. Her gün buraya şehir merkezinden yeni köpekler atılıyor, insanlar şikayetçi olduğu için. “ O ve diğer gönüllüler kendi bölgelerindeki köpekleri ekmek ve su ile besliyorlar. Aslan, “Ama her üç ayda bir bu köpekler ortadan kayboluyor. Evsiz Hayvanları ve Doğayı Koruma Derneği kurucularından Bilge Okay, “Bu zehirleme ne ilk ne de sondur. Bu bölge Sariyer Belediyesin sınırları içinde. Dolayısıyla biz zehirlemeyi Sariyer Belediyesi’nin yaptığını düşünüyoruz.” dedi.

Sokak hayvanları sorununun çözümüne ilişkin uluslararası kabul görmüş yöntemleri benimseyen Hayvanları Koruma Yasası 2004’de çıktı. 5199 Sayılı yasa, belediyeleri sokak hayvanlarını kısırlaştırıp aşıladıktan sonra alındıkları yere geri bırakmakla yükümlü kılıyor. Böylece, kısır olan bu hayvanların kendi alanlarını kısır olmayanlara karşı korumaları hedefleniyor. Hayvanları şehir dışına atmak yasal değil.

Oysa, Sarıyer’deki gönüllülere göre, Sarıyer Belediye Başkanı Yusuf Tülün yasaya da hayvan korumacılara da karşı. Yıllardır, Sarıyer Belediyesini sokak hayvanı sorununu kanuna uygun olarak ve gönüllülerle işbirliği içinde çözmek için ikna etmeye çalışan EHDKD gönüllüleri, kendisinden aldıkları açık cevabi web sayfalarında yayınladılar. Tulun’ün 24 Ocak’ta yapılan görüşmede şöyle söylediği yazıyor: “Hayvan Hakları Yasası baş belasıdır. Ben vatandaşın dediğini yapmak durumundayım. Ben insanlardan oy alıyorum, köpeklerden değil. Neden onları ait oldukları yere geri bırakayım? Onlar toplandıktan sonra Kısırkaya’ya getirilir, oradan da doğal alanlarına yani ormana bırakılır. Keşke zehirleme yeniden legal olsa. Bizim hayvanlarin dışında bir sürü sorumluluğumuz var. Gönüllülerle işbirliği yapmam. Gönüllüler, Kısırkaya’daki rehabilitasyon merkezine giremezler. Bu sorun Büyükşehir Belediyesi tarafından çözülmeli. Bütün köpekler onlar tarafından toplanıp şehir dışına atılmalı. Hayvanseverler isterlerse gidip onları atıldıkları yerde beslesinler. “ Bu ifadelerin doğruluğunu teyyit etmek için aradığımız Tülün’e ulaşamadık.


Sarıyer Belediyesinin isminin açıklanmasını istemeyen bir veterineri TDN’ye, zehirlemeyi kesinlikle kendilerinin değil kötü niyetli insanların yaptığını söyledi. Hayvan korumacıların onları suçlamasından hayal kırıklığına uğradıklarını söyledi. “Neden bizi suçluyorlar? Onlarla iyi ilişkilerimiz vardı” dedi. Aynı veteriner, üç büyük köpek ve bir kedinin öldürüldüğünden haberleri olduğunu, ama ölümün gıda zehirlenmesi olduğunu tahmin ettiğini söyledi. Belediyenin, köpeklerden birini, ölüm nedeninin anlaşılması için otopsiye gönderdiğini, kendilerinin köpeklerin ormana atılması ile alakası olmadığını, ekledi. “ Bizim görevimiz hayvanları rehabilite etmektir. Bizim işimiz hayvanların, insanların ve toplumun refahını sağlamak.” dedi.

Bahçeköy’den Kilyos’a kadar olan alandaki zehirlemelerin failini bulmaya niyetleri olup olmadığını sorduğumuzda ise, bu bölgenin Sarıyer sınırları dışında olduğunu ve bu konunun da kamu otoritelerinin sorumluluğuna girdiği cevabını verdi. Sarıyer Belediyesi’nde , yeni veteriner müdürü Ahmet Bölükbaşı göreve geldiğinden beri, hayvan koruma gönüllüleriyle işbirliğine daha sıcak bakıldığını söyledi.

EHDKD’nin Sarıyer Belediyesine karşı, köpekleri kanuna aykırı bir biçimde ormana attığı için açtığı iki dava bulunmakta. Istanbul’da yaşayan ve gayrimenkul finansmanı ile uğraşan bir işadamı ve aynı zamanda hayvan hakları gönüllüsü olan Ivan Jimenez, TDN’e “ Bu kanunsuz, insanlık dışı ve vahşi uygulama durduruluncaya kadar mücadeleden vazgeçmeyeceğiz. “ dedi. “Hayvanlara bu şekilde eziyet edilmesine izin vermeyeceğiz. “
